● Account issues: Your PayPal account may have a limitation or restriction.

● Invalid merchant setup: Your merchant settings may be incorrect (for example, misconfigured API credentials, an incorrect PayPal email, or an unverified PayPal account).

Recommended steps:

● Check your API credentials: Confirm your Merchant ID and PayPal email are entered correctly in your store settings.
